Richard Avisse, Principal Consultant
Richard is a principal consultant in the Regulatory and Policy practice in Ovum’s London office. He has over seven years of international experience in telecommunications.
Richard is a regulatory economist with an extensive background in regulation and competition issues in the telecommunications sector. He has excellent knowledge of the concepts and skills involved in the analysis of anti-competitive practices, dispute resolution and assistance to access and interconnection cost-modelling activities. More recently he has investigated subjects such as next-generation access networks in the context of the upcoming regulatory requirements.
Prior to joining Ovum, Richard worked for IDATE, where he managed and carried out several consulting projects for leading telecoms operators; he also provided technical assistance and training to regulatory authorities across Europe and North Africa on economic and competition matters. Richard has worked on the regulation of network access, cost-based rates for ULL and interconnection, as well as issues concerning cross-subsidisation and price control.
He previously worked in a French government agency (CEPII, Paris) as an economist.
Richard holds a postgraduate degree in International Economics from the University of Pau, France, where he was a researcher and lecturer in microeconomics. Richard has considerable experience of economic modelling.
He is a native French speaker and also speaks Spanish, as well as fluent English.
