 Dr Peter Clarke, Principal Analyst Peter specialises in the IT services market at city and local government level, focusing on green IT, mobile, road tolling, congestion charging and motorway lorry tolling globally. He understands both the demand and supply sides of the market, the drivers shaping public sector demand for software and IT services, and the opportunities they present for suppliers. Within the UK context, he has written on transformational outcomes from the Efficiency Programme, the Comprehensive Spending Review 2007, changes in Best Value, and the creation of unitary and virtual unitary authorities. Peter has advised a number of global clients on how to target their UK local government strategy. Peter has a BSc in Geography and Economics from London University, an MSc and PhD in Economics from the London School of Economics, and an MSc in Business Systems Analysis and Design from City University. Since 2000 Peter has been a visiting Research Fellow in the School of Informatics, Department of Computing at City University. His research is focused on how the public sector is using technology to deliver its policy objectives.
