 Craig Skinner, Senior ConsultantCraig Skinner is a Senior Consultant with Ovum, based in Melbourne, Australia. Craig specialises in telecommunications regulation, strategy and technology, and has worked extensively in Asia-Pacific and the Middle East. He has over thirteen years' experience of providing strategic advice within the telecommunications industry and has worked extensively with telecoms operators, vendors, investment banks, governments and regulators. Some of his recent consulting projects include: - development of a mobile DNS solution for an Asia-Pacific carrier to improve mobile application performance on their network
- a major spectrum policy review for an Asia-Pacific government communications department, identifying ways in which they could develop a more transparent and certain spectrum planning process by employing better use of market mechanisms in the allocation and pricing of spectrum
- an economic study and review of the regulatory barriers to fixed-mobile convergence and recommendations of ways of removing these barriers for a regulator in Asia-Pacific
- a market assessment of a government-facilitated open access fibre-to-the-home business case for a regional government within Asia-Pacific
- development of bottom-up and top-down fixed and mobile interconnect cost models in several countries in Asia-Pacific and the Middle East.
Craig is often invited to speak to industry on a range of topics, including telecommunications regulations, mobile telecommunications developments and technology strategy. He has conducted workshops on interconnection, USO and regulation of next-generation networks for regulators and operators across Asia-Pacific. Craig is an active member of the IEEE Communications Society, being the Current Chair of the IEEE Communications Society Victorian Chapter. Craig rejoined Ovum from Isoparity, where he led the development of several mobile and IP technology solutions for telecoms operators. Prior to Ovum, Craig was a Project Manager with Telstra Mobile Networks and a Research Engineer with Telstra Research Laboratories. Craig has a BSc in Applied Mathematics and a BEng in Electrical and Electronic Engineering, both with First-Class Honours, from the University of Western Australia, and has recently completed an MBA at the Melbourne Business School. He is currently studying Mandarin Chinese.
