Introduction to the Beacon project
  The BEACON analysis programme entails the development of four scenarios related to broadband access and use, taking into account all other topical areas/objectives.
  The BEACON consortium will then test the four broadband development scenarios against existing and planned EC policies. For each scenario the team will make recommendations on how the existing policies will need to be adapted or new policies developed.
  Core policies include: The Lisbon Agenda, eEurope Action Plans, IST RTD priorities, Specific Directives and Communications such as Innovation Policy and Competition Policy.
