"Services offered by OTT players are proving ever popular with consumers, and telcos and regulators face significant challenges in how to respond. Regulators in particular need to decide whether to attempt to level the playing field between traditional telcos and OTT providers or maintain a hands-off approach."

Matthew Howett is the practice leader for Ovum’s regulation and policy advisory service. In that role he is responsible for developing relationships with clients and driving Ovum’s regulatory advice to fixed and mobile telecoms operators, vendors, Internet players, and national regulatory authorities around the world.

During his time at Ovum he has developed expert knowledge of regulatory frameworks for telecoms and how they impact the players in the sector. He is well regarded in the industry for his understanding of global regulatory developments and ability to explain in simple terms the implications of regulatory policy in a clear and confident way.

He is frequently quoted in the international print, online, and broadcast media, including BBC Radio 2, BBC Radio 4, BBC Radio 5, BBC Breakfast, the BBC News Channel, BBC World Business Report, Channel 4 News, the Economist, the New York Times, the International Herald Tribune, the Wall Street Journal, the Guardian, the Times, the Daily Telegraph, the Independent, and the Financial Times.

He has also spoken at a number of public events and delivered workshops on issues such as the reform of the European Regulatory framework, 4G LTE, and net neutrality.

He holds an MA (Hons) in economics from the University of Edinburgh.
