Matthew Howett leads and manages Ovum’s regulatory advisory service. During his time at Ovum he has developed expert knowledge of the EU regulatory framework for telecommunications and its practical implementation in member states. He is responsible for managing relationships with clients and driving Ovum's strategic regulatory advice to fixed and mobile operators and national regulatory bodies around the world.
His work includes the benchmarking of interconnection, the tracking of regulatory developments, and associated economic analysis. Current areas of interest include functional/structural separation, next-generation access, spectrum policy and the lively debate around net neutrality.
Matthew is frequently quoted in the international press (The Financial Times, The Guardian, The Independent, The Daily Telegraph, The International Herald Tribune, and The Wall Street Journal) and often contributes to the broadcast media (BBC Radio 1,2,4,5, BBC Breakfast, BBC News Channel, and Channel 4 News). He has also spoken at a number of public events; most recently on the topic of the European telecoms framework review and the future regulatory treatment of mobile termination rates.
He holds an MA (Hons) in Economics from the University of Edinburgh.
